CeCe "Absolutely" Devine is from the Columbus, Ohio area. She has been a featured entertainer at Somewhere Else Club in Columbus and many venues in the surrounding area. CeCe is a former Miss Gay Cincinnati America 2003 & 2004, Miss Gay City Lights America 2006 and is the Miss Gay Youngstown America 2007.

CeCe is also the owner of Devine Productions which produces two pageants which are Mr. Capital City All-Star and Mr. City Lights All-Star.
